BOE Meeting for November 8, 2005

1. Public Appointment of the Superintendent

Background: In April, 2005, former Superintendent Alan Nishino announced he was leaving the district effective July 1, 2005. The Board of Education made a decision to appoint Ardella Dailey as the interim Superintendent for the 2005/06 school year. In August the Board approved a contract with California School Board Association to assist in the search.

In late September, California School Board Association consultant conducted interviews with selected representatives from various employee, parent and community organizations. In addition, approximately 50 individuals appeared at a community forum to provide input about characteristics, traits and experience they wanted to see in the new Superintendent.

The California School Board Association consultant provided a summary of the input received from the interviews and community meeting. The primary characteristics that emerged was a cooperative, collabroative leader who was committed to Alameda and closing the achievement gap.

The Board announced the appointment of Ardella Dailey as permanent Superintendent.

2. Public Appointment of Principal Lincoln Middle School

Background: The former principal of Lincoln Middle School resigned in August. Judy Goodwin, the current principal at Paden School has been selected as the new principal for Lincoln Middle School.

3. Public Appointment of the Acting Principal Paden Elementary

Background: With the promotion of Judy Goodwin to principal of Liconl Middle School, the Interim Superinetendent is recommending to reassign Lynda Hornada as the Acting Principal of Paden Elementary School. The reassignment would effective after the Winter Break. As a result, Longfellow Elementary School would finish the school year without a principal. There will be Acting Head Teacher with administrative support from the Miller and Woodstock principals.

4. Employee of the Month

Background: Pamela Fabela, School Office Manager, High School Counseling, Alameda High School was recgnized as the Employee of the Month.

5. Measure A Fiscal Oversight Committee Report

Background: On June 7, 2005, extended Measure A for another 7 years at $189 a year. The Committee gave their report.

6. Alameda Science & Technology Institute (ASTI) Update

Background: The Alameda Science & Technology Institute (ASTI) program was adopted in 2003. In partnership with the Bill and Melinda Gates Foundation, the aim of the program is increase access to college to underserved population by accelerating the curriculem and offering college credit via the College of Alameda.

7. Approval of Board Policy BP6146:1 High School Graduation Requirements/Standards of Proficiency

Background: In 2006, students are required to pass the California High School Exit Exam (CAHSEE). This revised policy serves to delineate minimum state requirements for earning a high school diploma while simultaneously outlining district requirements for alternative certificates that student attainment of district-established minimum graduation standards.

The Board approved language to allow student to participate in graduation ceremonies and receive alternative certificates if they have not passed the CAHSEE.

8. Resolution 05-4001 Intent to Dismiss Classified Employees, California School Employees Association Emmployees Association, Paraprofessional Unit

Background: Due to lack of work or funds a total of 9.5 hours for three Full Inclusion Paraprofessionals at three sites is being reduced.

The Board approved the resolution.

Strategic Significance: Goal #12: Communication and Community Engagement

9. Alameda Community Learning Center Charter Renewal

Background: On December 12, 2000, the Alameda Unified School District approved the charter school petition/bylaws of the Arthur Andersen Community Learning Center. The school has been renamed to the Alamedea Community Learning Center (ACLC).

Beginning in June 2005, District staff and ACLC have been working on revising the existing charter. The revised charter was presented for review this evening.

The primary interests of the District in revising the charter was to reduce the exposure to liability and move toward fiscal neutrality. The revised charter and steps taken by ACLC will reduce the District's exposure to liability. In addition, new funding guidelines will reduce District expenses by over $100,000 a year, primarily in the area reimbursement for Special Education encroachment, charging of indirect costs and charges for attendance to Encinal High classes.

Fiscal Implications: Reduced cost to District.

10. Alameda Community Learning Center Memorandum of Understanding

Item Type: Information/Action (10 minutes)

Background: On August 28, 2001, the Alameda Unified School District approved a memorandum of understanding with the Arthur Andersen Community Learning Center. The school has been renamed to the Alamedea Community Learning Center (ACLC). The goal of the MOU is to move toward a fiscally neutral position.

New funding guidelines will reduce District expenses by over $100,000 a year, primarily in the area reimbursement for Special Education encroachment, charging of indirect costs and charges for attendance to Encinal High classes.

Fiscal Implications: Reduced costs to the District.
