No Child Left Behind - Accountability Measurements

The new federal accountability measure - CA Adequate Yearly Progress (AYP) - is part of the federal legislation No Child Left Behind. This accountability measure requires all districts and schools to demonstrate Adequate Yearly Progress with the goal that 100% of the students are proficient or above in reading/language arts and mathematics by 2013-2014. (Not to be confused with the California's Academdic Performance Index (API).)

Federal sanctions are attached to AYP outcomes for sites. If a site does not make AYP for two consecutive 2 years, they will be designated a program improvement school (PI). Those schools then must offer a variety of choices to parents as support for their child's education such as school transfers to a non-PI school. Unlike the API, every site must meet all requirements of participation (95%) and proficiency for every subgroup in both ELA and Math to meet their AYP. There are 44 possible combinations to pass.

In 2003, the following sites did NOT meet their AYP: Miller, Paden, Woodstock, Chipman, Alameda, BASE, Encinal and Island. It should be noted that parent can "opt-out" of standardized testing and thus impacted participation rate. Here is the site by site explanation:

Miller - 62 out of 66 (93.9%) Socioeconomically Disadvantged students were tested. The required participation is 95% or above.

Paden - 48 out of 52 (92.3%) Student with Disabilities students were tested. The required participation is 95% or above.

Woodstock - 9 out of 72 (12.5%) Afro American students were classified as proficient or above in English Language Arts. The annual meausrable objective for English Language Arts is 13.6% or above.

Chipman - 23 out of 223 (10.3%) Afro American students were classified as proficient or above in English Language Arts. The annual meausrable objective for English Language Arts is 13.6% or above.

Chipman - 18 out of 221 (8.1%) Afro American students were classified as proficient or above in Mathematics. The annual meausrable objective for Mathematics is 16.0% or above.

Alameda - Schoolwide 431 out of 460 (93.6%) students were tested in English Language Arts. The required participation is 95% or above.

BASE - Schoolwide 11 out of 15 (73.3%) students were tested in English Language Arts and 13 out of 15 (86.6%) in Mathematics. The required participation is 95% or above.

Encinal - Schoolwide 267 out of 310 (86.1%) students were tested in English Language Arts and 268 out of 310 (86.4%) in Mathematics. The required participation is 95% or above.

Island - Schoolwide 6 out of 14 (42.8%) students were tested in English Language Arts and 9 out of 14 (54.2%) in Mathematics. The required participation is 95% or above.

The District did not make their AYP based on the sub group participation rate of students with disabilities in Mathematics. While we had 632 out of 657 students take the English Language Arts portion, only 622 out of 657 (94.6%) students took the Mathematics test. The required participation rate is 95%.
