Highlighting Alameda Schools - Haight School Background: Staff made a presentation about Haight school. Fiscal Implications: . 2.) Teacher of the Year Launch 2009/10 Background: Every year the District selects a Teacher of the Year. The process will start with nominations that are due by March 1st. Then a committee will review documentation and then visit the classrooms of the Finalists before selecting a Teacher of the Year. Fiscal Implications: None 3.) Approval of Audit Report for Fiscal Year Ended June 30. 2009 Background: Each year a school district is required by law to review at a public meeting, the annual audit of the school district's financial records for the prior fiscal year. The Board approved the audit by Nigro Nigro & White. Fiscal Implications: None 4.) Equitable Distribution Update of Highly Qualified Teachers Background: Staff presented an update to a California Department of Education request to participate in the Compliance Monitoring, Intervention and Sanctions program related to No Child Left Behind High Qualified Teacher requirements. The report shows Alameda Unified is complying with the program. Fiscal Implications: None 5.) Report on Governor's Budget Proposal for Fiscal Year 2010/2011 Background: Staff presented an analysis of the impact of Governor's proposed budget released in early January. The analysis show that AUSD would lose close to $2 million of ongoing funding on top of the $5 million of funding the district lost year. The changes to 2009/10 budget and its impact on the multi year forecast will be presented in the Second Interim report in March. Fiscal Implications: Unknown. 6.) Alameda Unified School District Supplement to its Initial Proposal to the Alameda Education Association (AEA) for a Successor Agreement Background: Consistent with the relevant provisions of the Educational Employment Relations Act (Government Code section 3540 et seq). The District desires to supplement its initial bargaining proposal to the AEA, dated February 24, 2009, to include a proposal to revise Article 14 - Salaries. The funding crisis facing California public school continues. The District is currently in negotiations with the Alameda Education Association (AEA) on a successor contract. To this end and consistent with Government Code section 3547, the District desires to supplement its initial proposal to AEA to include a proposal to revise Article 14 - Salaries. The District proposes changes to language to address costs associated with certificated employee compensation. The Board voted 4-1 (Spencer opposed) to approve the change to the openers for the successor agreement. Fiscal Implications: Unknown. 7.) Reorganization of the District Office for Greater Service and Efficiencies - Part I Background: As part of the AUSD Master Planning process an efficiency assessment has been conducted. The report recommended restructuring the District Office. The first part of the study covering business services was presented. At the next Board of Education, the second part of the study will cover Education Services. Fiscal Implications: None at this time since this is an informational item only. 8.) Principal Learning Update Background: In order to effect school improvement, one significant factor is to have a highly qualified principal in every school equipped to build a professional learning organization focused on high student achievement. Staff presented an update on the principal professional development for 2009-2010. Fiscal Implications: None 9.) Approval of Resolution No. 10-0008 Intent to Reduce Classsified Employees, California School Employees Association (CSEA - Chapter 27, Paraprofessional Unit) Background: One SPED paraprofessional position for .125 FTE was released. Fiscal Implications: $799 for fiscal year 2009-10 10.) State of the District II - Graduation Rate, Drop Out Rate and Analysis of Advanced Placement Results Background: Quality of instructional programs in school districts can be measured using a variety of data sources. This report reviewed graduation rates, drop out rates and Advanced Placement results to provide system level information about students exiting schools at the end of their K-12 experience. Fiscal Implications: None 11.) Master Plan Final Recommendation Background: This item was moved to the February 9 BOE meeting to give the Board and the community an opportunity to review and comment on the working draft. Staff will present the working draft of the Master Plan along with an implementation timeline at the next BOE meeting. Fiscal Implications: None
