BOE Meeting for March 23, 2004

Oral Communications

Six teachers presented comments regarding negotiations.

1. Recognition of Measure C Volunteers

Background: Measure C volunteers were recognized for their efforts.

2. The Partnership for Success - Adopt-A-School Program

Background: Garrett Dempsey from Assemblywoman Wilma Chan's office gave a presentation on her initiative: The Partnership for Success - Adopt-A-School Program. They are hoping to find five partners for Alameda schools by the end of the school year.

3. Bay Area School of Enterprise (BASE) Annual Report

Background:

Fours students from Bay Area School of Enterprise (BASE), an Alameda independent charter school presented their Annual Report. Current enrollment is approximately 65 students, 34 from Alameda.

4. Measure C Citizen Oversight Committee Selection Process

Background: With passage of Measure C, the Board of Education has 60 days from the date they certify the election results to select members for the Citizens Oversight committee. At a future meeting they Board will review the application form and advertisement process for potential committee members.

5. Measure C Construction School Report

Background: With passage of Measure C, the Board of Education reviewed the proposed program schedule along with next tasks in the overall process at a workshop meeting on March 22nd. Bob DeLuca gave a high level overview of what the passage of Measure C meant for the public.

6. 2003 Base API Report

Background: The Academic Performance Index (API) is the centerpiece of the California State Testing and Accountability system. Its primary benefit is to measure growth of academice achievement at a school site. A presentation will be given on the 2003 API Base number assigned to each school site.

7. Golden Handshake Proposal for Certificated Personnel

Background: Administration was proposing consideration of a certificated "Golden Handshake". The proposal would add two years of service for qualified employess. The Alameda County of Education must appove the program.

The Alameda County of Education offices have not reviewed the District plans and therefore this item was pulled from the agenda.

Background: Administration wass proposing consideration of a calssified "Golden Handshake". The proposal would add two years of service for qualified employess. The Alameda County of Education must appove the program.

The Alameda County Offices of Education have not reviewed the District plans and therefore this item was pulled from the agenda.

9. PUBLIC HEARING: Re-Openers - Public Employees Union, Local One

Background: The District and Local One have a current contract that expires on June 30, 2004. The openers submitted by Local One were presented for public comment and Board approval.

The Board voted to receive the openers.

10. Second Interim Financial Report

Background: The 2003/04 Second Interim Report was presented for approval. Lorenzo Legaspi reviewed the Alameda County Office Offices of Education comments made after the District submitted its first interim financial report. Of note is the County Office's request that the District use a 0% COLA for the 2004/05 school year. If use the 1.84% COLA from the Governor's budget, the District risk receiving a "negative" certification from the County for its financial reports. It is unclear whether the District will be allowed to the COLA assumption in the 2004/05 budget submission.
