BOE Meeting for June 24, 2008 1.) Employee of the Month Background: Each month AUSD honors employees nominated for their service in the District. This month we recognized: Frances Marlan, District Office Assistant, MOFMichael Wharton, Head Custodian, Earhart Elementary Pha Nguyen, Custodian, Encinal High School Arturo Mandanas, Maintenance Trade Assistant – General Mechanic, MOF Fiscal Implications: None Superintendent Goal: Goal #4. Recruit and retain high quality employees. 2.) Public Appointment: Principal, Wood Middle School Background: The Superintendent presented her candidate, Gilbert Cho. Gilbert was the principal at Martin Luther King Academic Middle School. Fiscal Implications: None Superintendent Goal: Goal #4. Recruit and retain high quality employees. 3.) Curriculum Development: Addressing Issues of Sexual Orientation & Gender Identity Background: AB 537 Student Safety and Violence Prevention Act of 2000 provides for legal mandates that public schools prevent discrimation and harassment based on legally protected categories. In 2007, SB 777 was adopted to clean up and further clarify existing civil rights protections for California students. The bill clarified the parameters of those protections by providing a list of prohibited bases of discrimination in publicly funded K-12 schools and institutions of higher education. The bill added this list of prohibited bases of discrimination to existing global prohibitions against discrimination contained in Education Codes 220 and 66270. The bill then updated a number of more specific prohibitions against discrimination scattered throughout the Education Code to reference the updated global prohibitions against discrimination contained in Education Code Section 220 and 66270. Finally, the measure replaces the Education Code’s references to “handicapped students” with the more up-to-date terminology “students with disabilities.” Staff presented an update on the work to address curriculum development in addressing issues of sexual orientation and gender identity. In addition, a community information packet was included in the board packet. The packet included definitions, policies, responsibilities and risks. Finally, a preliminary Frequently Asked Questions has been developed that will be updated with additional community input. Visual & Performing Arts (VAPA) Five-Year Arts Education Annual Report Background: Staff presented on update on year two of the five year plan. Fiscal Implications: None Superintendent Goal: Goal #1 Continue to improve student achievement while also narrowing and closing the achievement gap. 5.) Measure C Citizens Bond Oversight Committee Report Update Background: The Measure C Citizens Bond Oversight Committee presented a report of expenditures of Measure C funds. Fiscal Implications: None Superintendent Goal: Goal #2. Align spending plan. 6.) Approval of 5-Year Deferred Maintenance Plan Background: The Deferred Maintenance Plan is a State program that provides a 50/50 annual match of up to 1/2 of 1% of the District's General Fund budget. Changes to the Five Year Plan need to be approved by the Board. There are 67 projects totaling $4,835,000 listed in the five year plan. Fiscal Implications: Deferred maintenance is a separate fund funded by a general fund monies. Superintendent Goal: Goal #2. Align spending plan. 7.) Resolution No. 08-0036 Request Permission to Solicit Bids for Modernization of Encinal, Chipman, Wood, Adult, WCDC, Bay Farm, and Franklin Schools Background: At the June 10, 2008 BOE meeting, staff gave an update on the status of Measure C projects. On pages 18-20 of the presentation, staff showed the remaining projects originally scheduled to be completed in Phases 4 and 5. However, on page 21 shows that the remaining is estimated to cost $15 million while the remaining fund total approximately $9 million. As a result, staff is recommending to request bids on all of the phase 4 and 5 projects expect the building classrooms for Historic Alameda High School (HAHS). Due to seismic issues, the cost of building the 9 classrooms with HAHS would be double the normal cost of building brand new classrooms. Fiscal Implications: None.
