BOE Meeting for October 28 BOE Meeting

1.) Student Board Members Installation

Background: Each year student representatives are sworn in to serve on the School Board. This year the representative are:

Alameda High School - Deanna Quach
Alameda Science and Technology Institute - Jennifer Ramos
Encinal High School - Kelly Reed
Island High School - Student not selected yet

At this meeting Hearmon Keste was sworn as Island High School representative.

Fiscal Implications: None

2.) Recognition of Teacher of the Year & Finalists

Background: Each year after a lengthy selection process, Alameda Unified nominates a Teacher of the Year, that goes on to compete in the county competition.

This year the finalists and Teacher of the Year were:

  • Brian Rodriguez, 2008-09 Teacher of the Year Social Science Teacher at Encinal High School
  • Cindy Frankel, 2008-09 Teacher of the Year Finalist Media Center Teacher at Lum Elementary School
  • Gray Harris, 2008-09 Teacher of the Year Finalist 3rd Grade teacher at Otis Elementary School
  • Susanne Sharpnack, 2008-09 Teacher of the Year Finalist 2nd Grade teacher at Paden Elementary School
  • Prior year winners include:

    Fiscal Implications: None

    Superintendent Goal: Goal #4 Recruit and retain high qualified personnel.

    3.) Superintendent Search Update

    Background: Superintendent Dailey announced her retirement in early July and her retirement is effective January, 2009. The California School Boards Association has been selected to conduct a search process for a new Superintendent. The application deadline was October 22 and of the 30 submiited applications, 27 applications will be screened for the final candidate status.

    2008 Superintendent Selection Process

    September 8 (Lum Elementary) and September 22 (Ruby Bridges Elementary) : Community Meetings

    CSBA conducted one on one interviews with selected community and district stakeholders during the day. In the evening, CSBA faciltated broader community meetings at one West End school and one East End School. The purpose of the community meetings was to solicit input about what the Board should be looking for in selecting the next Superintendent.
    September 23 Board Meeting
    CSBA presented a summary of community input.
    October 22 - Application Period Ended
    30 candidates have submitted their applications.
    November 15 and November 16 - Interviews
    The November dates gives the existing Board the flexibility to accomodate newly elected Board members in the process.

    5.) Chipman Middle School Program Improvement (PI) Status Report

    Background: Staff presented a report on the status of the continual improvement plan for Chipman Middle School.

    Fiscal Implications: None

    Superintendent Goal: Goal #1 Close the achievement gap.

    5.) Report of the State Budget’s Impact on AUSD (45-Day Review)

    Background: On September 23, 2008 Governor signed the budget bill for 2008-09. The state adopted budget included the following items as it impacts Alameda USD:

    1. 2008/09 COLA of 0.71% or $380,000 in additional Revenue Limit Funding.
    2. No 6.5% cut to State Categoricals. State categoricals will be funded at 2007/08 level. The district will update the Budget upon receipt of the actual State Categorcial Funds.
    3. No equalization aid.
    4. No mandated cost reimbursement.
    5. State contribution of $445,000 for the Deferred Maintenance program.

    Of bigger concern is that future year assumptions of increase of state funding will needed to be adjusted. This will occur at the 08/09 First Interim Report.

    Fiscal Implications: None

    Superintendent Goal: Goal #2 Align fiscal resources.

    6.) East Bay Regional Occcupational Agency Joint Excerise of Powers Agreement for a Regional Occupation Program

    Background: In May, 2008 staff made a presentation on why the current Oakland-Alameda Regional Occupation Program needed to be changed. As a result, a new East Bay Regional Joint Power Agreement has been drafted. Staff will made a presentation on the proposed changes to the program at the last Board meeting.

    Board members voted to defer this item until the union confer with Human Relations regarding the effects to employee status.

    Fiscal Implications: None

    Superintendent Goal: Goal #1 Improve student achievement.

    7.) Public Hearing: Nea Community Learning Center New Charter School Application

    Background: On October 3, Community Learning Center School, Inc. submitted a charter school application (12MB file so be patient waiting for the load) to the District. Representatives from Nea made a presentation.

    Fiscal Implications: If approved, there will be undetermined fiscal impact to the district.

    Superintendent Goal: Goal #1 Improve student achievement.

    8.) California School Employees Association (CSEA) 860 Agreement

    Background: The Alameda Unified School District and the California School Employees Association, Chapter 860, formally recognized the extension of the July 1, 2004 - June 30, 2007 contract (formerly Public Employees Union, Local 1, Maintenance, Operations and Food Service Units.

    Fiscal Implications: None

    Superintendent Goal: Goal #4 Recruit and retain quality employees.

    9.) Sunshine Proposals – CSEA 860

    Background: To start the negotiation process each side needs to submit their proposals for public review. CSEA 860 is requesting all articles be opened.

    Superintendent Goal: Goal #4 Recruit and retain quality employees.

    10.) Sunshine Proposals – Alameda Unified School District

    Background: To start the negotiation process each side needs to submit their proposals for public review. Alameda USD is requesting all articles be opened.

    Fiscal Implications: None
