BOE Meeting for December 11, 2007 1.) Appointment of Vice Principal, Alameda Adult School Background: The current Vice Principal is moving out of the area. The Superintendent presented Max Friedman. The Board approved Max Friedman. Fiscal Implications: None Superintendent Goal: Goal #3 Attract retain quality employees. 2.) Approval of Lease Agreement with Alternatives in Action Background: Alameda Unified School District and Alternatives in Action (AIA) have negotiated a lease effective July 1,2008 for space at Woodstock Education Center. AIA will operate their HOME Sweet HOME preschool, HOME Project After-School Program and Bay Area School of Enterprise public charter school. The term of the lease is one year with options to renew annually. AUSD and AIA have discussed plans to ensure the space will support AIA's operations. Specifically, AIA seeks to build mini-kitchens in the classrooms that will be used for pre-school students, to alter the playground to ensure developmentally appropriate play elements as established by Child Care licensing standards and install a sound recording studio and video production room. The Board approved the lease. Fiscal Implications: Increased revenue for lease rental and custodial fees of $50,000 annually. Superintendent Goal: Goal #2 Align spending plan. 3.) First Interim Enrollment and Staffing Update Background: Staff presented ongoing enrollment and staffing level updates. Fiscal Implications: Increased enrollment will increase revenues over $100,000. Superintendent Goal: Goal #4 Recruit and retain highly qualfied staff. 4.) Approval of First Interim Report Background: Twice a year, a school district is required to submit financial reports certifying the district's ability to meet its financial obiligations. Staff will present the First Interim Report. The Board approved the first interim report. Fiscal Implications: None Superintendent Goal: Goal #2 Align the spending plan. 5.) PUBLIC HEARING: Community Learning Center Schools, Inc. New Charter School Application Background: On November 7, 2007 the ACLC Governing Board officially changed its name and mission of the corporation to Community Learning Center School, Inc (CLCS) in order to meet legal obiligations for CLCS to operate multiple charter schools in California. The CLCS Board of Directors then approved a charter petition to be submitted to AUSD for a new K-12 charter school to be named the Nea Community Learning Center (NCLC). NCLC will be operated by CLCS a nonprofit public benefit corporation. This petition was submitted to the Superintendent's office on November 9, 2007. The Board of Education conducted a public hearing as required by law within 30 days of filing the petition. The Board of Education has 60 days to grant or deny the charter from date of receipt (Janaury 8, 2008). CLCS presented an overview of the charter application. Additional background on charter oversight is available here. Fiscal Implications: Dependent on establishment of the charter school and the number of AUSD students who leave AUSD. 6.) Measure C Bonds at WorkPhase I Ruby Bridges This project has been completed, awaiting Notice of Completion Phase II (Miller, Lincoln, Alameda High School, Earhart, Haight) Miller is completed. Waiting for Notice of Completion Lincoln the Bridge approved by DSA, Fire Marshall has approved the construction methodology. The methodology approval allows construction during occupancy. This will be an eight week project to start within the next two months. Alameda High School - The HVAC Balance and Start-up is continuing after school hours. Ceramic Tiles installation is scheduled for the Holiday Break. Landscaping is completed. Alameda High School in the Punch List phase of closure Earhart - Multi Use lights are completed additional playground paving requested by school site is complete. Ready for a Notice of Completion. Haight is complete. Asphalt repairs were completed in October. Ready for a Notice of Completion. Phase III (Edison, Lum, Otis, Paden, Washington ) Group 1 - Edison, Lum & Otis We have heat in all the classrooms. We are currently pursuing modifications to HVAC control system to accommodate local control. Group 1 is 98% complete, and is now in the Punch List phase of closure. Group 2 - Paden, Washington & Chipman We have heat in all the classrooms. We are currently pursuing modifications to HVAC control system to accommodate local control. At Washington we will do a prototype window hardware replacement. Beginning over the winter break to determine the feasibility of replacing hardware on all upper and lower windows. Chipman is complete for increment 1. Group 2 is 98% complete, and is now in the Punch List phase of closure. Phase IIIa Historic Alameda High School Design will be submitted to the Department of State Architect by the end of December. We anticipate going to bid after January, 2008. Phase IV (Chipman, Bay Farm, Franklin, Woodstock & Longfellow) & Phase V (Wood, Encinal, Adult School and Woodstock CDC) These projects are currently under design to be submitted to DSA in December 2007 design is nearing completion. Project scheduling is now in progress. Fiscal Implications: None on general fund Superintendent Goal: Goal #3 Safe learning environment. 7.) Approval of Memorandum of Understanding (MOU) between the Alameda Unified School District (AUSD) and Alameda Education Association (AEA) to Amend Contract to Allow Flexibility for Calendar Start Date Background: AUSD and the Alameda Education Association have signed a memorandum of understanding that will allow for the start date of the school year to be modified. This MOU affects Article 8.08.02 of 2006 AUSD/AEA contract (4.4MB file). The Board approved the MOU. Superintendent Goal: Goal #4 Attract and retain highly qualified staff. 8.) PUBLIC HEARING: Approval of Proposed School Calendar for 2008/2009 Background: The Alameda Education Association members had three calendar options. A majority of members selected this 2008/09 calendar. This calendar approved by the Board. In prior years approval of calendar was as late as March. Superintendent Goal: #4 Attract and retain highly qualified staff. 9.) Approval of Agreement between the Alameda Unified School District and the Association of California School Administrators Background: AUSD and the Association of California School Administrators, Alameda chapter have agreed to the increases approved in the teacher contract. The Board approved the agreement. Fiscal Implications: $81,000 for FY 07/08 Superintendent Goal: Goal 4 Attract and retain highly qualified staff. 10.) Approval of Agreement between the Alameda Unified School District and the California School Employees, Chapter No. 27 Office/Technical and Paraprofessional Unit Background: AUSD and the California School Employees Association, Chapter No. 27 have agreed to the increases approved in the teacher contract. The Board approved the agreement. Fiscal Implications: $118,000 for FY 07/08 Superintendent Goal: Goal Goal 4 Attract and retain highly qualified staff. 11.) Approval of Agreement Between the Alameda Unified School District and Public Employees Union (Local I) Maintenance, Operations and Food Service Unit Background: AUSD and the Public Employees Union, Local One have agreed to the increases approved in the teacher contract. The Board approved the agreement. Fiscal Implications: $55,000 for FY 07/08 Superintendent Goal: Goal Goal 4 Attract and retain highly qualified staff. 12.) Election of Board President Background: Each year the Board elects a President. Bill Schaff was elected President. 13.) Election of Board Vice President Background: Each year the Board elects a Vice President. Mike McMahon was elected Vice President. 14.) Approval of 2008 Schedule of Regular Board of Education Meetings Background: Each year the Board approves next year's meeting schedule. The schedule was approved with one meeting on Novmeber 11 moved to November 12 due to Veterans Day. 15.) Adoption of Board of Education Committee Assignments Background: Each year the Board members select the committees they wish to serve on. Each Board members signed up for committees.
