California School Board Association Review of Proposed K-12 Education Budget
2004-05 K-12 Education Deal
Just prior to delivering his first State of the State on Janaury 6th, reports were surfacing of agreement with California's education community on an education deal.
The education community gave up the the following:
Under Prop 98, K-12 education would have received an additional $4 billion
Under the deal, the Governor is "rebasing" (to avoid suspending Prop 98) Prop 98 formula and reducing the amount due K-12 education by $2 billion
The education community received the the following:
No proposed cuts in 2003/04 fiscal year (mid-year cuts had been proposed in the last two years)
The $2 billion lost as a result of "rebasing" would be restored in the future budget years
Outstanding settlement of past monies due to K-12 education of approximately $1 billion would be paid
Growth and COLA in 2004-05 would be funded
K-12 Spending per Pupil
A commonly reported stat in the media focuses "spending per pupil". The Governor and legislature like to use this figure because it combines all expenditures that are used to fund K-12 education. Here are the numbers:
2002/03 K-12 Spending per Pupil: $9,112
2003/04 K-12 Spending per Pupil: $9,398
2004/05 K-12 Spending per Pupil: $9,614
Closer examination of allocation of per pupil funding increase of $216 for 2004/05 reveals the following:
State Contribution to State Teacher Retirement System - $91
Debt Service for General Obiliation Bonds for Facilities - $112
K-12 Local Assistance - $5
Miscellaneous - $8
