With implementation of term limits and the emergence of education as top voter priority, the California Legislators have been creating legislation to reform the every aspect of education. Listed below are the dozen edcuational reforms enacted in the last ten years in California. Each item on the list is linked to website that shows the depth and breadth of the reform challenges for that particular area. As a result, Districts have been struggling to address the reforms while facing increasing pressure to streamline their staffing.

Even prior to wave of legislative educational reform, there has been a steady shifting of funding from general purpose funding to special purpose funding as a result of the State becoming the primary funds provider. Here is a chart for the first 20 years after Prop 13 passed.
