California Budget (Crisis?) for 2013

The 2013 budget has moved past crisis mode of past budget cycles.  The 2003 Budget crisis and  2008 budget crisis are things of the past. Well sorta. The Governor's initial budget proposal calls for a significant shift away traditional funding of schools and a move to local control. However, the details needed to be worked out, so school districts were challenged to prepare a budget by June 30. In June, the Legislature passed the Local Control Funding Formula. It will take eight years to transition to new funding formula, provided there are no economic downturns.There was significant tension between school boards and student advocate groups about the amount of local control versus accountability for student outcomes.
